Description

Look towards setting up Kafka EventBus similar to how the WMF and Miraheze do for job processing — although should probably wait until Swift is deployed as a file backend before doing that.

Deferring this as a thing for when I do the new event system that is somewhat simpler than the WMF implementation as we don't need all of the features they have
